Bug userPresence input binding is always true for Index HMD on OpenXR for SteamVR

    This is using the new Input System with the OpenXR package, OpenXR runtime is set to SteamVR. Other headsets work fine, but for the Valve Index UserPresence is being set to true before the user puts on the headset.
