Question URP Decals/Render Scale Bug - a bigger question

    Hello! This is a question about how URP improvements are shipped. We in the community are perplexed.

    Here is a bug which serves as an important example of the problem that we don't understand: https://forum.unity.com/threads/changing-urp-asset-render-scale-affects-decals-rendering.1185835. Basically, URP decals do not work correctly when the render scale is not 1.0.

    This has been broken for over a year.

    The fix seems to be quite simple (many of us have had to embed the URP package and ship with our custom version just to fix this bug).

    Yet here we are a year later, and it's still not fixed somehow (see https://forum.unity.com/threads/cha...ffects-decals-rendering.1185835/#post-8461481).

    I'm not pointing this out to be negative, but to ask what the process is for fixing and shipping on bugs like this. The community would like to better understand:

    1. How does it stay broken for more than a year?
    2. What is making it so difficult to ship a fix to something like this?
    3. Is there anything we in the community can do to make this easier?
    4. How does a bug like this ship in the first place, when both decals and render scale were *very* popular feature requests (so using these two together is not obscure or unusual I would think).

    P.S. I should mention that I did submit a bug report with a minimalist repro project attached, as did many others.
