URP introduced FSR 1.0 recently, works perfectly on PC, but has no effect on mobile? Settings to bilinear or nearest-neighbor has no effects neither. Is it intended or a BUG?

I suggest reporting this as a bug, but suspect they haven't actually introduced the mobile version of FSR yet. In either case, a bug report will ask them to look at it.

Is there an official implementation for mobile? All I was able to find was a statement from a third party that you can make it run on mobile devices but that it's very demanding even on high-end models. Said third party has made an optimized version but it reduces the quality of it.

Yeah Unity staff mentioned they knew about it and it was possible they'd add it. But we have to consider what FSR is really solving: it's solving 4K resolutions with expensive shaders, so the need for it on mobile is a lot less than desktop (for now).

Asked about it a while back though so lots could've changed.
