I cannot seem to upgrade to latest, stuck on r10e, latest r12b..
Is it a known issue, or a misconfig on my computer?

@MrEsquire we enforce strict NDK version control. Upgrade of the required version requires huge testing effort, and is a big pain for the users. This is why we try to update the required NDK version only when necessary - that was the case when we moved from 32 to 64 bit NDK on Windows. There are no plans to change the required NDK version in the nearest future.
