Strange, after several weeks of not using Unity, I tried opening several of my projects from the Hub and the project line item just has a spinning circle that lasts for a little bit and then stops. The editor never gets launched. So I created a new 3D core project and it gets put in the hub after a while, but the projects directory never gets created. So I get an error when I try to open it with the Hub. If I restart the Hub, that new project does not appear. I reinstalled the HUB and Unity 2020.3.18f several times and continue to get the same result. What can I do to fix this??

It seems that the new Unity hub 3.4.1 fixed my problem... but got no response from anyone.

Solved: Well after many weeks of Unity hub not launching my editor 2020.3.18f I have one solution. I was using my Phones hotspot wifi which was the cause of my problem. It ran fine on other wifi networks. The fix was to turn off windows random hardware address option in the network settings. Such an easy fix but not mentioned anywhere.

Well the problem happened again. I had to use a different Hotspot from an apple phone and Unity refused to start.
