Unity UI Image artifacts/tearing when moving or animating the image on a canvas

    Getting weird tearing/splitting/artifacts on UI images (in editor and in Mac/tvOS builds). No artifacts appear until the image is moving. I have tried variations of import settings (mip maps, filter modes, compression, etc) but nothing seems the change the visual at all.

    Making videos/gifs of it seems to dull the issue, but it is very visible in editor, Mac builds, and tvOS builds when the ui elements move. It's almost as if the image is trying to vertically render, and the movement might be too fast to keep up/getting, splitting the image between frames (like it gets shredded between)? Not entirely sure if this is somehow fixable, any tips or suggestions would be appreciated!

    This is running on Unity 2018.3.0f2, and I also tested/confirmed that this is still happening on 2018.3.7f1. Image is also a PNG.

    I have the same issue and haven't found any solutions.
