I'm at my wits end here. I basically cannot use Unity right now because it keeps freezing anytime I use the package manager for anything. It will bring up a dialogue window and say "Resolving Packages..." with a progress bar that never moves. I have let it sit for nearly two hours before even just trying to import the Unity Starter Assets

I have done everything I know how to do now and am lost.

This has happened continually for the past several days now.

Once it crashed while trying to resolve packages at the 3 minute mark, now my project is corrupted with "Library\PackageCache\com.unity.test....." errors.

I have tried resetting the packages to default but again it freezes at the same resolving status.

I have tried uninstalling and reinstalling the Unity Hub and editors

I have disabled my antivirus and added traffic exception rules to allow ALL traffic for both the Unity editor and hub.

    I have added
    • packages.unity.com
    • download.packages.unity.com
    • upm-cdn.unity.com
to my firewall application URL filtering exceptions

I have updated unity and my OS and everything

Unity is the only app giving me this issue

I have gone into my firewall and enabled the Unity program to communicate on Public, Private, and Domain connections

I have tried new projects, new editor versions - everything does it.

It is also only on this computer. I can import packages and everything works great on my other machine - but this one which is my main production machine cannot use Unity anymore for some reason.

I for the life of me cannot figure this out. Any help would be greatly appreciated

    its still going.png

Okay - so I think I got it working...

This was super weird and I have been using Unity for years but have never had anything like this happen before.
In a sense - I just kicked the computer and it started working again. (Because I have what I did that actually fixed the issue)

I did run through some additional things that may help someone down the line... Assuming the issue is actually fixed - so far, I have not run into the error again. I've made new projects, upgraded one, and imported new assets and packages and scripts and basically resumed work on my main project with no more issues. So I "believe" it is fixed.

Here are all the steps that I performed.

    • Uninstalled Unity Editors and Hub
    • Reinstalled Hub (*still didn't work)
    • Added program rules to allow web traffic on all connection types in anti-virus software (*didn't fix)
    • Disabled anti-virus (*didn't fix)
    • Rebuilt and repaired project on different computer and brought it back to original which failed again
    • Updated Unity Hub
    • Updated Windows (*still didn't fix)
    • Added unity package manager links to application monitoring excluded URLs within firewall (*nope)
    • Reset Library Cache in Unity Project (*nope)
    • Uninstalled all unity editors
    • Uninstalled Unity Hub again
    • Deleted Unity and Unity Hub cache data and app data, local / roaming
    • Restarted
    • Reinstalled Unity Hub and Unity Editor (*still didn't work)
    • Hard Shut Down Computer
    • Rebooted (now it works???)
It has been working reliably for me now regardless of what I work on and I cannot reproduce the issue so I do think it is fixed as of this moment.

I still don't understand - and I don't like that. I want to know the issue and the solution rather than just "hey - guess it works now" you know?

But hey - take your victories where you may.

I just had the same problem. A computer where everything was working fine, I didn't do any update, Unity is exactly the same as the last time where it was working fine and now nothing opens, stuck at the "resolving package" step...

I had the same but it turned out that Unity was downloading packages very slowly - it looked as though it was hanging, but looking in Activity Monitor on MacOS I could see the network activity.

I'm stuck too with Unity 2019.4.31f1. Package Manager is taking forever. I don't know what it's downloading. At least I hope it's doing that...
I couldn't open or create any project at all... wow. I used Unity 2018 years ago... now I want to go back using Unity again... and... I'm waiting forever...

Same thing happening to me all of a sudden.
Changed nothing, one night perfectly working. Next day cant open any unity project even a new one, getting stuck "Resolving Packages" or "Initial Asset Database Refresh".
I resintalled unity hub and it opened instantly no issue.
Then I try again today and its back to not opening, I tried reinstalling multiple times, opening ports, i have my firewall off, deleting library/temp folders etc etc, I cant get it to open :/

It's strange, but I just closed the Unity Hub in the taskbar and the "Resolving Packages" hangup was fixed for me. Maybe it's a coincidence.
