Please It is my request to implement the dark theme in personal version of unity.
It has been made free for Personal users since Unity 2019.4.8.
If you have Unity Personal activated on an Editor version below 2019.4.8, this feature is not available and you may either buy Unity Plus/Pro or simply update to 2019.4.8 (or rather the latest LTS version 2019.4.15).
Edit: Also, your thread isn't the first of its kind. Various users have pleaded in the past for the Dark Editor Theme to become available for Unity Personal as well.
I actually use the latest unity LTS version along with the normal release which of 2020 but the thing is the solution doesn't work.....
What exactly doesn't work? E.g. Is the Editor Theme field under Edit > Preferences... > General greyed out for you?

Well there's your problem. You're using an older version of Unity from before the dark theme was made free. For 2020.1.x, the change was added in 2020.1.2.
