Bug Unity says it’s now “by design” that scroll bar drag in 2019.4 re-sizes the window

Please see this video, if this is happening for you too, please file a bug report. We need to get this fixed, it can't be filed as "by design". Currently 50% of the scrollbar in Unity Editor is now resizing the window using the arrow mouse icon on mac and linux.
