    How am i supposed to record and export animations i make in Unity without being able to use Record?

    Maybe you're looking to script your Recorder and trigger it as you please? Please reword your question.

    I want to be able to export the animation i make as a mp4 file. the only i i found was to use Unity Recorder, but i cant seem t find it.

    @rphad, you need to enable to see preview packages, now in the project settings for the package manager.
    Once you enable to see the preview packages you will see the unity recorder in the list of packages of the package manager UI.

    Anyone knows where Unity Recorder keeps its settings? I copied the project files and all the sequences I have set up are gone now.

    @arturmandas the recorder settings are kept in the Library/Recorder folder, you can also save your recorder settings into an asset in the project by using Save Recorder List option

    Recorder is a free package (with whatever Unity license you have).
