Unity preferences by script

Hello,

I work in a school, and I'd like to set Unity to work flawlessly.
I've contacted Unity support and kinda receive a pre-formatted "NO".

Our setup:
Windows 10, with Powershell, we install the Hub, then we install Unity 2019.1.12 with the Hub CLI and then we activate. All go well. Our users are not admins and profiles are deleted when they log off.

Here’s what we would like to fix by scripts (Powershell, Batch, Cmd… doesn’t matter).

1. We’d like to disable the “Unity Editor Update Check” at the start of Unity. The new version available screen.
2. We’d like to set Visual Studio Code as default editor.

Everything I tried failed, like messing with the registry. Does anyone has any idea / solution that I could try?
