"Unity Package Manager: Unable to boot up Unity, can't establish connection with local server"

Hello

I had gotten Unity 3 days ago and since then I haven't been able to actually boot up the application due to an error I'm constantly receiving involving the Unity Pack Manager. I did the steps in Environmental Values and Windows Firewall to see if it would help but nothing has changed. If someone could help me to reach a solution to fix this it would be greatly appreciated.

I've included the info-log.txt file for those to inspect and see if they can find something.
