Unity Package Manager Problem

    I want to make an android app (I am currently running windows), and when I add Open JDK, it gives me a thing telling me that a proxy or firewall thing is happening, but when I ran the diagnostic thing, everything got a check mark. I attached the report, so please look at it and help me please.

    It is a problem with the editor, specifically the package manager. The reproduce the issue, run unity version 2019.4.9, and try to download a package, the Input System package. When it asks you to restart the editor, click yes. Then a message saying: Could not establish a connection with the Unity Package Manager local server process. This is most likely due to a proxy or firewall configuration. Make sure the process [C:/ProgramFiles/Unity/Hub/Editor/2019.4.9f1/Editor/Data/Resources/PackageManager/Server/UnityPackageManager.exe] is reachable via HTTP on the IP address 127.0.0.1 in Windows Defender or any other proxy/firewall software configuration.
