    Sorry to see you are having this issue. Are you running on Windows 7? There is a know issue on Windows 7 on the version of Unity you are using, the problem is not present in 2020.2

    There is some information on this post on how to troubleshoot this problem, you can manually launch Unity Package Manager program and share the upm.log to see what error you are getting.
