Other Unity not starting "Failed to add editor bundled package ... to the package cache"

I tried to start Unity 2020.3.45 yesterday it gave me an error when starting a project. (it gave me the same error as 2022.2.7f1)
I uninstalled it installed 2022.2.7f1 it gives me the error in the screeenshot.
I can still Continue but unity is unusable and just gives me an insane amount of error sin the console about packages.
I searched for the error and couldn't find anything about it.
How can i fix this?
