Question Unity not creating projects

I just wiped my computer and tried to reinstall unity, but now whenever I create a project it doesn't create any project files.
I tried opening a project I made on another computer but it just loads forever and doesn't open the actual unity software.

I tried to open the unity software and I got an error saying "The code execution cannot proceed because VCRUNTIME_140_1.dll" was not found."

Can anyone help me?

surprised if unity installer doesnt install required files?
