Unity locks CPU at 100% useage Detail Rendering Shader Not Found

    Hey everyone. I have a major issue with my project right now. I recently upgraded to Unity 2019.3 and now I have an error in the console that states

    "Detail rendering shaders not found for the active render pipeline, falling back to default shader.
    UnityEngine.GUIUtilityProcessEvent(Int32, IntPTR)"

    I'm using HDRP 7.1.8 and everything is updated to the newest version. This causes my CPU to lock at 100% useage and I have to close unity if not restart my computer. This is happening every 10 minutes or so Unity is open.

    I've searched and googled as much as I could and I cannot find a solution to this issue. I thought it was solved when I updated the "Test Famework" package to version 1.1.11 but the issue showed up again about 20 minutes later.

    When I click on the error in the console it brings me to the script for HDRP pipeline and what looks like code for culling.

    I've attached an img of the script the error brings me to.

    If anyone has any ideas or suggestions it would be greatly appreciated as I've found nothing while searching.
