Unity is freezing on attaching debugger

Hi! I'm having serious problem with C# script debugging.

I'm running Unity 2019.1.5f1.

I'm trying to use VS2017 Enterprise (updated, Visual Studio Tools for Unity 3.9.0.3) and Raider (2019.1.2, updated) both are freezing Unity on attaching. It happens randomly every second/third attach. Unity just freezes. Sometimes it recovers after 3-5 minutes, sometimes it does not.

I'm usually having 5-20 active breakpoints. Sometimes clearing them out helps, sometimes it freezes Unity when attaching without any breakpoints.

I've tried to delete .vs / .idea folders, didn't work.

As two tools are failing, the culprit seems to be Unity.

I've tried to completely reimport the project into Unity (deleting needless folders), didn't work.
editor.log does not show anything.

I'm unable to work effectively with Unity right now

Any suggestions what else to try?
