I can't install with the latest Unity Hub version 1.4.0 on OSX 10.13.6 (17G4015). Is there something I need to enable/give permission before installing? Trying to install 2018.3.0f2.

The error message says it all: you must specify an installation destination first. Click on the cog on the right and choose the place where all your versions of Unity will be installed.

If you did that already, click on "My Account" and then "Report a bug". :)

Thanks. I tried that, but the install location is always reset, even after I specified the location. Reported a bug, didn't know the Hub has it's own bug reporter tool.

It is a UX bug. The location that you choose is the default location that hub is using. When there is no value in that field it uses the default, and vice versa.
This issue will be resolved with a new desgin of the hub that we are working on in V2
