unity hub requirements

    Yes, it will run, but that's like asking if you can browse the web on a Commodore 64. Just because you can doesn't mean it will be useful by any stretch of the imagination. I have a laptop with hardware similar to that and it's basically worthless for game development.

    So a bad idea for designing simple games on this hardware?

    Meets minimum specs barely, so it will technically run. Technically

    If you're looking for a good experience, you'll be disappointed.

    Software is constantly evolving, becoming more demanding, and game development software is among the fastest at both of these. Very old hardware is fine for developing games if the game development tools are very old too, but you can't take very old hardware and expect to be able to use the latest game development software available.

    For hardware that is a decade or older I would check out BlitzMax. It's very lightweight and very easy to learn.
