Please report a bug from the Unity Hub tool as many other users are having the exact same issue.
I'm trying to fix this since a lot of Unity Hub 3.x versions and the only way that worked was to go back to Unity Hub 2.x versions and this is still not a full solution because the new EDITOR versions doesn't seem to recognize the license neither, I can only open old projects on Unity Hub 2.x so please report a bug.

Now i can fix it by deleting all the unity hub related files in this following folder (Case window 11) -> Users -> {UserName} -> AppData
    Local
    LocalLow
    Roaming

Delete all folders references with the old project.
Then delete the hub and reinstall it, then I can activate the license.

    Try this:

    1. Uninstall Unity Hub
    2. Get and Install older Unity Hub Installer
    3. Before Starting, Go to
Unity Hub Install location / resources
      and delete .yml file.
    4. Start Unity Hub.

Thank you very much. We were able to find an older version of Unity Hub that worked fine and got us back in business. The thing is, Unity Hub automatically updates itself to the new version whenever we restart it. Such a pain. Do NOT update unless I approve it or ask for automatic updates. I fear Unity has lost its way.

If you're behind a proxy server that inspects traffic you'll have to enable an environment variable. Not ideal and I'm looking for other options but its documented here. Unity Hub not working with Browser Login [Please Help] - Unity Forum

Regarding 3.3.0 you can stop it from auto-updating though I would say keep an eye on versions.
Locate the app-update.yml file in the Unity Hub\resources directory
    Edit this line
    url: https://public-cdn.cloud.unity3d.com/hub/prod
    to
    url: https://public-cdn.cloud.unity3d.com/hub/prod/noupdateforme

Effectively you're pointing the repo to a non functioning path and it won't give a peep about updates.

Having the same issue here, reverted to UnityHub 2.0.4, but still stuck on same error. This happened after upgrading Unity from 2019 to 2022.
