Everytime I try to download a Unity editor with Unity Hub 3.3.0 I keep receiving those "Download failed: error.1e000065.Cipher" errors, I tried everything and I still can't download the Unity editor.

    Machine specs:
    -Windows 10
    -Desktop PC
    -Core i3 10100f CPU
    -Wi-fi internet connection

I was able to install a Unity editor by downloading a 64-bit installer from the Unity Download Archive website.
This was the only way it worked for me.

Hope the answer helps other people like me.

OpenSSL: Secure Socket Layer or https://

Unity uses a certificate to get the encrypted installers and tools it needs. This usually means the certificate needs to be validated for the decryption to actually work. My guess is that the certificate used could not be validated so the installers could not be decrypted so it gave an error. The
    error.1e000065.Cipher
would be because Unity might not have expected users to encounter this problem often, so there is no User-Friendly Error.

This is just an educated guess though.

For me it was related to Windows Firewall. I enabled inbound rules for the Unity Hub and that seems to have fixed it.

Edit: On further testing it seems I still get the error sometimes, but it's much less frequent and I'm able to complete the install by hitting the retry button.

Same here. At least I was able to install one of the Unity versions.

Not sure if it makes sense or not, but this problem started (in my case) after formatting and installing Windows 11.

I seem to recall FIPS is responsible for a lot of issues in unity such as what takes say 6 mins on a normal machine to compile eg a blank project.. takes 8 hous under fips...

I confirm that this issue is still present.

It seems to happen only on certain configurations: most people in our company do not get it, but some get it **all the time** (on Windows 10) so this seems to be configuration/network dependent.

Also, for what it's worth. Disabling the firewall does not solve it at all.

All those encountering the issue should obviously vote on the corresponding entry in the issue tracker:

This isn't a Windows 11 issue, I was able to install Unity 2022.3.8f1 on Hub 3.5.1.
Maybe it's due to certain internet connections, try using a different connection.
