Unity Hub 2.1.3 is pretty broken for me. Every second time I start the application, I get this error message. Clicking on "Restart the Hub" works and starts the app, but next time I get the same error message again. I never had problems before, it started with 2.1.3. I'm in Windows 10 and the newest version of Unity Hub has me logged in, I can see all my projects including collabs, however when I open one in Unity 2019.1.13f1 it does not recognize that I am logged in and Unity tells me that in order to sign in I must install Unity Hub. I've uninstalled/reinstalled Hub twice, no difference. I can't use Unity Services while it thinks I am logged out so I can't collab with my team. This started as soon as I updated the hub yesterday and I can't find older installs to roll it back.
