I can never close Unity on Windows 8.1 x64. When I do, it just freezes and I have to go into task manager and kill the task (which shows up as Not Responding).

    Anyone else seeing this?

It happens almost 100% of the time (maybe 100%, I can't remember an instance it didn't happen).

Yep. You've been bitten by what I like to call the "All Done Bug". Rather than closing Unity in the task manager, close a program called ADB and Unity should close. You'll probably need to click "more details" to see it.

Is there anyway to prevent this without removing Android SDK?

Not that I've found. I suspect that since it is little more than a nuisance, Unity doesn't care to fix it.

I submitted a bug report month and months ago and never heard one word about it. I've encountered several little bugs specific to Win 8 that they never bothered to address or even respond to my bug reports. None of them stop my development really, just annoying like the fact that I can't use the "
Add Component" button. Used to do nothing. Now it gives me a null reference. I also get an error every time I test with "Maximize on Play" checked.

I don't have issues with those last two, just the exit (I do have ADB running, but I didn't test killing it to see if it exits cleanly).
It does happen even when not doing an Android project.

You should turn off Tunder(Xun Lei) if you use such a software.
They are conflict and may cause unity stun
