Question Unity Editor Not Opening Projects

I have been trying to open a project, and have been getting this issue. Whenever I try to open a project the loading bar will say "Unity Package Manager Resolving packages" but never gets past there. I left it running for an hour and got nowhere. This has never happened before so I tried to create a new project just for testing and it did the same thing. I checked Task Manager and there was no Unity Editor even running during this process, but when I try to create a new project, the editor is running but not responding. I have tried everything I can think of and Googled as well. I do not know what to do because now I cannot open or create a new project. Any and all help is appreciated. Thank you.

It is the latest yes.

 

One thing I did notice is I downloaded the Survival Template Pro asset and that is when this problem started. Which is weird because it was only in the one project but this issue was for all of them. I tried deleting this asset from the project using File Explorer and it worked. My question is why is this happening.
