Bug unity editor and unity dashboard bug/issue

i am trying to use the iap but i cant authorize the project, i am the owner of the project and dashboard, game has been live on playstore for 3-4 days, i've been trying to fix the issue since then.

on editor
you are not authorized to set the license key


so far;
i have tried both of the things suggested in the following link but not fixed
signed out and signed in the unity account via unity hub didnt fix it
on editor turning iap off and on from services didnt fix it

hoping to get some help
