First guess: Your real screen resolution just isnt big enough so unity takes the closest approximation to match the choosen ratio.

That is working as expected. You will limited by your monitor size. You can set it as big as you want, but the display will reduce to fit in the physical limitations.

It means that your monitor resolution is not high enough to show the game preview with the resolution that you've chosen.
    I guess it's around 13** x 7** pixels.

Why don't you build&run it on your tablet if you wanna test that resolution?

What I mean is you are limited by the size of your screen. It is impossible to display 1920x1200 on a 1440x900 monitor (for example). Screen.height/width will report the actual size.

To see it accurately, you either need a much bigger monitor than your target, or as @Suddoha suggested, just build to your device.

As above posted said, This is very expected and trivial behaviour. Your monitor screen is smaller, so max is limited to your monitor screen.

My Nexus 7 has a better screen resolution (native full HD 1920 x 1080 pixels) than my 4+ year old MacBook Pro 13". It also has the exact same resolution as my 32" TV.
Pixel density says nothing about the actual size of the display. Pixels in a display can be smaller and take up less space for the same amount of detail or they can be larger and result in a larger display.

Please look up some hadware explanations on Wikipedia about displays and pixel density, first.
For example the Retina Displays from apple are able to cram a lot more pixels into an inch than the regular LCDs before it.
In short: imagine it like printer resolution. If you print something with 100dpi the picture will be much more blurry and have less details than printing it on 300dpi (given the souce material has the right amount of detail to support it).
Or imagine one of those large screens at the side of a concert. Just because this thing is a few meters wide and high does not mean that you will have a pixel density of 500.000.000 x 350.000.000 or something like that
This is pretty basic hardware knowledge and you should really catch up on this as it's very, very, very, very, very vital to know about all of that if you want to build anything for a digital plattform.

Like @the_motionblur already told you, that's totally possible. There are also smartphones with way smaller displays which support full HD resolutions. It really depends on the pixel density and that in fact, is a physical limitation in your case so you cannot run a higher resolution on your laptop than 1366x768.

ok i was reading a lot after your answers on wiki
and i got a lot of new informations now
    but i have question !
    what is better
    1920 width 7 inch tablet
    or
    600 width 7 inch tablet ?
as i understood from my reading
that is mean that 600 pixels will be more wide that 1920
    right ?
every pixel will be larger than 1920
    right ?
so is that mean the wide pixel in 600 is better than 1920 ?
