Unity cannot detect HTC vive with Unitys XRDisplaySubsystem Or XRDevice.IsPresent

    I have a HTC vive and unless I arrange OpenVR SDK before "None" under Player > XR Settings I cannot use Unitys XRDisplaySubsystem Or XRDevice.IsPresent to detect XR. I need my game to start with "None" as first priority and then if an XR device is detected it will switch the SDK from None to OpenVR. If the OpenVR sdk is first on the list then these both detect vr device present every time, even when its not plugged in. If I put None as first to run then it never detects VR even when plugged in.
