Unity android apk for being displayed over other app.

I need to create app/ game that when it runs it will display joystic / d-pad or whatever over other apps, screen etc like joystic in fake gps apps for pokemon go exacly like this. And 2nd part of app tasks would be like, When u have this joystick and its over a screen and u use left stick on xbox controller it will react same as u would just touck the d-pad. I need it bcs i wanted to use it to control other app with joystic in it via my unity app joystick via xbox controller. I ve just wondering it is possiblle with only unity or i need java or sth.
