Periodically Google releases new APIs. This I understand. Unfortunately, it also demands after a short time that the target API match the new level.
Invariably Unity, while keeping it updated with the latest LTS, does not automatically support the latest API. At best they have to be installed manually; other times, as with API 33, they generate a flood of errors.
    This problem recurs periodically.
I have found fancy but different solutions, but mostly, the problem is that each developer has to implement a solution to the problem. Wouldn't it be better if there was a ready-made one-click-compile solution for everyone?
It should be Unity maintaining compatibility with the 4.0 minimum API and starting to develop for the new API targets as soon as Google releases them, so that by the time they are mandatory Unity will be ready.

I have a scenario where I dont want to publish to Google store. My builds look like they work but then crash on launch.
I used to be able to just push to the Android phone, Android tablets and Oculus headsets and MY apks built, launched and worked. Now not so.
I am not creating apps to gather a social following, sell something or trend some group idiocy. I write VR for me and my audience and that audience has no wish to be controlled. They present ideas, I create, they see what they asked for.

Sorry, but I can't find the relevance between your problem and mine.
If you don't want to publish on the play store just don't do it.
