Unity Ads - Editor Setup

Hi, Im working on a project with another dev, who is the first owner of the product. I need to turn on Unity Ads services through Unity Editor and i cant do it, because not enough permissions. So far we have tried different setting inside unity organisation dashboard(im part of the team), but nothing helped.
How can we fix that?
I also have another question regarding Unity Ads checkmark inside editor. Does having checkmark enabled inside editor behave the same way as if i just import unity ads asset from the asset store?
