    Because you probably have vsync enabled.

    No I don't. I'm very experienced in unity and their graphics but it seems like something is wrong with their new windows platform.

    Unlikely.

    How have you setup the quality settings for normal in the project?

    Yeah I'm sure it's the quality settings. I believe on Normal and stuff VSync is still turned on.
    You'd have to go to each one individually and turn off VSync to get the higher FPS.

    And what's 6.2 mS? Your render thread or the CPU Thread?
