Question Unity 2021.2 Failed to update packages via Package Manager

After updating to Unity 2021.2, updating packages via the Package Manager fails.
I get an error message like the following

[Package Manager Window] Cannot perform upm operation: write EPROTO 16872:error:1408F10B:

SSL routines:ssl3_get_record:wrong version number:

c:\build\output\unity\upm\dist\node\12.20.0\deps\openssl\openssl\ssl\record\ssl3_record.c:332:

 [NotFound].

I thought that the problem was caused by being under the company's proxy environment, so I referred to the following documents and consulted with a network engineer.
I have consulted with a network engineer, but have not been able to solve the problem.

In Unity 2020.3, the package updates successfully in the same environment, so I would like to know if there was any change in the process in Unity 2021.
I'd like to use that as a hint to talk to a network engineer to solve the problem.

Detailed version of Unity used
Unity 2020.3.26f1 (successfully updated the package)
Unity 2021.2.9f1 (failed to update the package)
Unity Hub 2.4.5

 

Same problem here. I am not able to use 2021.2 due to Package Manager Issues. With existing and new projects. 2020.3 works fine. License installed and valid.

 

I also have the same issue with the package manager for Unity 2021.2.9. Quite often unity doesn't update packages or could not load them. Packages make my project freeze and crush...

Hi, I'm also having the same trouble with the Package Manager, well I think it's the same, as it won't let me update the Visual Studio Code Editor package to 1.2.5... I'm pretty new to Unity and I don't have any knowledge of proxy environment as you said before so I don't know what do I have to change or set up... I gave permission in the simple firewall to all unity apps such as the package manager but I don't know what else to do
Does somebody have any advice? I haven't been able to get intellisense working and I think that I don't have the 1.2.5 package version...
