[Unity 2020.1.16f1 - 2020.1.17f1 / Windows 7] UPM health check (FAIL) with server exit code: 216

Hi,

I've recently updated my Unity editor to version 2020.1.17f1 and I haven't been able to open any projects since then due to package manager local server connection problem. My home network doesn't use any proxy server. I did try to do trouble diagnosis many times and all of the results were the same; with 1 case failed as follows:

❌ UPM health check (FAIL)
Start the UPM process and call its health endpoint
>> Server exited unexpectedly. Exit code: 216​

I'm not sure if this exit code 216 has anything to do with "unverified host certificate" thing or not. So any suggestions would be greatly appreciated. Thank you.
