Question (Unity 2019.2) IME input on editor can't work.

Hi, I tried Input System to my project with Unity 2019.2.21f1.
It seems to work fine for now.

However, IME input is no longer possible after importing the Input System.
It seems to have been fixed in Unity 2019.3, but for some reason I shouldn't update Unity.

So I'm looking for a part of the Input System that is blocking IME input.
But I couldn't find such a part anywhere.

Is there no way to IME input on editor with Input System?

Input System should only work while the game is running,
so I'm not convinced that Input System prevents text field of inspector in edit mode.
