Unity 2018.2 HDRP some features not rendering

I have extensively been upgrading our project from 2017 to 2018.2 HDRP

It has taken days to convert materials and get everything upgraded, but I am running to a mystery and cannot find any documentation to support this.

Overall all the features are turned on on my camera and in the graphics settings. However, shadows still do not show up. Post processing works, but most of the Camera components aren't working.

Has anyone else encountered the problem? Also the package manager UI worked once, but no longer shows up in any project I am using. It shows up only in brand new projects. Any advice would be huge.
