Unity 2017.4.31 LTS build target - API 28 is not supported?

    Hi,

    We have a game in store, built in Unity 2017 (latest release).
    Though latest updates to 2017 line added necessary fuctionality for new Google Play requirements, such as 64 bit and AAB support, but one thing is still missing - Unity editor doesn't see API 28 installed in Android SDK. In build settings the latest API that can be selected is API 27, but API 28 is there, and can be seen and built upon from the more recent versions of Unity (2018-2019).
    This is a problem, cause Google Play announced, that it won't permit app updates built with SDK less than 28 starting from November 2019.

    It means we won't be able to update our app soon. Unity Team, can you, please, fix this matter? Do you plan to add API 28 support in Unity 2017 LTS? We are not ready to update the game to 2018.
