Bug Unable to open any Unity version past 2021.2.0 [Thread includes crash dumps]

When I try to open any version of Unity past 2021.2.0 with any project (including new projects), the editor crashes relatively quickly on the "initializing graphics" or "initializing scripting" sections of the splash screen loading bar.
All Unity versions before 2021.2.0 work fine. This also only happens on my main work computer, on my personal laptop everything works fine.

After hours of debugging and looking into different solutions, nothing has helped. I have tried purging all my unity installs and reinstalling but that also hasn't helped.

I don't see any errors in any of the logs but I do see crash dumps generate.

Is there any way to submit a bug reports to Unity devs outside of the engine?
I currently can't launch the engine to submit a bug report for this to be looked into.
