Same problem. Exact. Same. Problem. I've looked all over and found no answers.

I searched for hours. Finally found what worked. I had to use Android Studio. After installation, go to the top bar menu: Tools > SDK Manager. It will default you in the middle of the page to SDK Platforms, but click over into SDK Tools. At the bottom of the page, uncheck "Hide Obsolete Packages," then in the list above, check "Android SDK Tools (Obsolete)". Click apply and you should be golden. Had the same issue, worked with jakebmabey's solution... but now... required API level 26. I have installed ALL THE APIs.

it's because you already have that installed. You are probably running into a different issue. Do you get the same error message when setting the SDK path as shown in the first message of this thread? Are you trying to set the path to "C:\Users\User\AppData\Local\Android\Sdk"? Which Unity version do you use? Note that for 2019.3 and newer versions the recommended way to get Android SDK is through the Hub. See the setup guide https://docs.unity3d.com/Manual/android-sdksetup.html

For me, that workaround didn't work, but gave me an idea for changing manually ProjectSettings.asset search for "SDK" and change target SDK from 28 to 30 and it worked!

I've found an easier solution for people who don't wanna mess with installing Android Studio.

    1. Install via Unity Hub Unity Editor version 2019.4.21f1 (or something similiar) with Android build support.
    2. Go to Unity 2018.4 (which has this problem locating SDK). Open "Edit -> Preferences", select External Tools.
    3. Here you have to locate SDK and NDK of 2019.4.21f1 version. You can locate JDK also, but using Embedded JDK still works.

You will find SDK, JDK and NDK of Unity 2019.4.21f1 in the following directory:
