I noticed that the new UIElements will be XML based.
Interestingly enough windows or narrator to be more precise needs XML to understand UI.
Also to my understanding the plan it to make UIElements runtime eventually

Is this a coincidence or is it eventually the idea to use this to make unity (game and editor) work with screen readers?

It is indeed out intention to increase overall Accessibility in both the Editor and at Runtime, and you're right to say that adding support for it in UIElements makes a lot of sense. The how and when is still not defined though.
