UCB Team: intermittent network issues with the Build API

    The Cloud Build service is experiencing some intermittent network connectivity issues with other back-end services currently. This is leading to some recurring brief periods of API errors, but these continue to be transient per monitoring so far. Unity teams here are working on resolving the issue with hosting and network providers now.
