turn based strategy framework suggestions

I'm looking for a framework for a turn based game like civ or endless legend. I vaguely recall being impressed by one i saw on the asset store a few months back but I have forgotten it's name. I'd like a framework specifically built for tbs games and not one that needs to be adapted to such purposes. I'd appreciate any suggestions for one or any other frameworks I may be interested in looking at. Thank you.
