Transform Position in Wrong Place

    See the image below, the red circle at left, is my NPC, but the arrows fro move or resize or whatever, are in the red circle at right... This happens sometimes, and I close the unity and open again and solve... this happens since version 2017 of the editor. Today i am using 2019.3.0f6. But now, this is not solving... I cant solve this, all my npcs in the game, are with the same problem... Someone have happened this, or know how to solve this?

    It's probably just Handle Position. Try clicking this button. For you it probably says "Center":
