I'm pretty sure there are people so precise that prefer use frames to measure the length of the animation. Personally I'd rather use seconds; is there a way to make my choice permanent and apply it automatically every time I create a timeline?

No there isn't, it's a setting that's saved per timeline.

And that's understood. I was suggesting a setting per game. Can we vote this?

Also please clarify how the timeline is played in both scenarios.
    1. Frame - each frame is executed sequentially. No frame is skipped even if it runs on a slow computer.
    2. Seconds - frame is time dependent and some frames may be skipped if it runs on a slow computer.

They are executed the same, the setting is for authoring timelines only.
