Test Video Ad not working on Android device but it works on emulator

    The emulator displays Unity's test video ad just fine.
    Why doesn't the phone display the video test ad?
    In the phone isready = false and placement state = not available.
    why does the emulator somehow able to get the advertisement ready
    but the phone is unable to get Unity's test ad ready.
    Tried both Unity Advertisement and Monetization classes.
