Terrain Lightmap shifts from soft detail to rough pixelation

    I am doing lightbaking in my scene and getting odd results. Some areas look great (soft shadows) while others have huge pixelated shadows. I have tried looking for a solution but am unable to find anything (maybe searching for the wrong thing?). Currently in the middle of a crunch so any help would be appreciated.

    Unity 2019.2.0f1
    One Direct Light with soft shadows
    Same results with GPU and CPU
    Terrain set to .45 scale with High resolution lightmaps (tried other settings as well).
    Lightmpde = Shadowmask
    Lightmap resolution is 10

    Make sure that Double Sided Global Illumination is enabled in your foliage material settings.

    Thank you so much and sorry I was dumb. I did that for the individual trees but did not think to for the canopies behind.
