Terrain light map is not baking all lights

    I have a terrain with several spotlights cast down on it as street lights. Whenever I bake the lights some of them show up on the terrain and some do not. The lights are showing up on the sidewalk however so I have narrowed it down to the terrain is the issue. When I clear the baked light data then they all show up.

    1. I have them marked as important
    2. I have checked the light mask culling
    3. I have raised the pixel light count
    4. All the lights are mixed
    5. I do have shadows enabled
    6. I have tried lightmap parameters on high and low with no difference.
    7. Everything is set to deferred rendering.

    You can see in the image how one street light works while another one doesn't on the terrain and both are the same prefab. the light is casting on the sidewalk though.
