suspension and restoration of accounts?

good day i have a problem... well i want to think that is a problem but i really dont know, im new in this process of posting videogames and i don't know what to do in this kind of cases you see i've been working in my game and decided to go to play console to setup all for my game but when i was in the control panel a kind of alert appeared


and it deploys this

and i don't know what to do because in the playstore i don't see any buttons of suscriptions or i don't know if i have to implement it in-game or configure it in my account of play console or something and i don't know if the configuration is mandatory to finish the upload of the game in playstore or if google will ban my account becouse google is kind of special an lol
so in any case if anybody can advice me what to i will be gratefull
