Submitting an Asset Store package with Samples~ and Documentation~

I have followed the official guidelines :

However, the package uploader tool skip these 2 unimporting (ends with ~) folders. How can I include them so my user can press import sample buttons or have the "Documentation" link go to local documentation when internet is not available, as is the case for UPM package that wasn't from Asset Store? (Like Unity's package nowadays)
