Bug Stuck on resolving packages with every click

I tried Unity versions from 2019, 2020, 2021 and 2022 now, every click anywhere in the editor results in "resolving packages" for minutes, making working at a project nearly impossible. This issue has been haunting me for months now.

Any project I have has the same issue, even new projects, which take ages to initialize btw ("installing packages").
I've read countless threads on this with the only real solution being to disable the package manager all together. Of course that is not a solution.

Any new idea's about what can be causing this?

I've uninstalled Unity versions multiple times, tried about 8 different versions, new projects, big projects, small projects.
